My sim has spent 4 sim hours trying to get this adventure in Shang Simla. Is there a precursor adventure required?

I think I know which adventure your talking about. You have to find metals for a telescope and then convince 3 sims to turn off their lights, right?

Yes. I waited until the next day and was able to get the adventure. There is no prerequisite.
