I believe this cheat was introduced in Ambitions. It's "AlwaysAllowBuildBuy On".
I believe you need TestingCheats on to use it, and what it does is it enabled Buy/Build mode, no matter what.
So if there is a burglary, you will be able to quickly put your valuables into the Family Inventory, and the robber cannot get them! It also works with a fire, and I hope it works with meteors (never had one.)
