Angler: This is by far the most obvious choice I'l list here. The Angler trait will increase the rate at which your Sims catch fish. It will also boost the rate the fishing skill is learned. Anglers also tend to have a lot of fun while fishing, so they'll stand around in a great mood all day doing what they live for!

Loves the Outdoors
This is a double bonus to the fishing skill. Sims who love the outdoors will be happier while they're outdoors, and that's what professional fishermen tend to do all day. This is a totally logical choice for this reason alone, but in addition Outdoors Loving Sims will also be better at fishing overall than others.

Loner
Fishermen tend to be alone a lot in the Sims 3, unless they take a family outing or head to the lake with a friend. If you find your Sim will be alone a lot, take this trait to help them out with a +15 moodlet when the can Enjoy Solitude. Combine this with loves the outdoors' One with Nature (+20), and Having a Blast from fishing boosting fun, at +40 and we come to a grand total of +75 mood. At that, we're not done yet!

Over Emotional
Taking the Over Emotional trait with the above will make a Sim who is crazy happy when outdoors. This makes both good and bad moodlets have a greater effect. Since your Sim will be happy most of the time, this will more often benefit than harm them. A +25% boost is bestowed to any moodlet. Combining all four of those moodlets, and multiplying by 1.25 the Sim can have a +93 boost to mood. That's huge, and more powerful than the Completely at Ease moodlet from visiting the Day Spa for thousands of Simoleons.

Since Fishing, Gardening and Cooking go hand in hand, you could consider taking the green thumb or natural cook trait in the fifth slot. If you don't want your Sim to experience occasional bad effects from Over Emotional, consider ditching it and taking both green thumb and natural cook to make a Sim that is extremely proficient in three skills.
