This Sims 3 Guide was originally written for the PC and Mac versions of the game, but also will help owners of the console versions - PS3, Xbox 360 and Wii. Please remember some info or numbers may have changed.
One of the nuances of the Charisma skill in the Sims 3 is that you must have a certain number of friends at each level to raise the skill. The skill will be capped out until you can fulfill the friend and relationship requirement of the current level. For people who didn't notice this Sims 3 gameplay feature, and are looking for help, this is why you can't raise the charisma skill. I hope this helped those who have trouble sometimes. Now let's get down to business.
Chatting for Friends
There are multiple ways to handle this problem. Early on, the single best way to gain one or two friends to advance the skill is to call with the cell and invite them to your Sim's house. This is most effective for focusing your Sim's efforts. It will actually take a while to do this, but there are other tactics that can help.
Partying
If your Sim likes to party, or you like to watch them. Throwing a party (read for tips on great parties and fundraisers) can help them to get a head start on befriending multiple Sims at once. How to throw a party: Use the cell phone and select throw a party and choose the type. You'll have the option to invite over any Sims your Sim knows. You can choose the time the party will start. Keep in mind that on weekday afternoons the turnout for a party will not often be very good. Set your sights on weekends.
Throwing a party with ten sims invited, while you already have several sims living in your household can make for a huge affair. Be sure that your Sim has the ability to entertain that many guests. Often a small party can be as effective because your Sim will have more time to mingle with each guest there. Also, food will be easier and cheaper to prepare. Parties with many Sims either need to be prepared to feed all present Sims ahead of time by cooking multiple group dishes, or purchasing the buffet table under the kitchen/tables tab and stocking it for $250 simoleons.
Playing Guitar
Playing guitar has got to be my absolute favorite way to make multiple friends at once. You see, anyone who gets hooked by the music your Sim plays will enjoy a nice gradual bump in the relationship meter. When you consider that multiple Sims can be gathered around your musician at once, you'll realize that this is the fastest way to make tons of friends without cheating. Combine this with the attractive lifetime reward and celebrity charisma challenge for a massive boost.
What's even better about this method? At guitar level 5, your Sims can play for tips in public areas and make money, while still making friendships!
At Work
Many of the relationship requirements can also be fulfilled easily by adding your co-workers to your Sim's list of acquaintances. Use Suck up to boss, and meet and mingle with co-workers while at work. Adding these people to your list of friends will benefit most of the careers in the game.
