This Sims 3 Guide was originally written for the PC and Mac versions of the game, but also will help owners of the console versions - PS3, Xbox 360 and Wii. Please remember some info or numbers may have changed.

How to Find and Use Aquariums
You'll find the aquariums in the Sims 3's buy mode under the study tab. Click on hobbies and skills and you'll see the fish bowl. In addition to this fish bowl, you can also purchase a large aquarium if you own the High End Loft Stuff pack. However, the large aquarium cannot be used to complete the "Presenting the Perfect Aquarium" Lifetime Wish. You can put any fish, even a 100kg shark in one of these fish bowls or the aquarium, because they are magical and somehow shrink the fish.

To put a fish in the bowl, open your inventory screen and locate the fish. If you choose the Presenting the Perfect Private Aquarium Lifetime Wish, you will need to collect fish of many species in Perfect Quality. To find what fish are high quality in your inventory, so that you only put the best fish in your aquariums, click the arrow in the corner on any stack of multiple fish. This will expand the list, allowing you to see each fish individually.

Once you've found the fish you want to place in the aquarium, drag that fish to the bowl after it's been placed on a table. You can generally fit multiple fish bowls on one table, so the perfect private aquarium doesn't have to consume an entire room in your house. If you are doing the private aquarium wish, or just find that you'd like your fish to live, be sure to feed them as part of your Sims' daily routines, or they'll die and stink up the place!

Does putting fish in the bigger aquarium that came with a later addon work for the lifetime want?

I'm playing right now and the fish DO count in the aquarium.

Also, I put 2 perfect minnows in there and they had a 3rd that says, born in captivity. Not sure if all fish types can have a baby though. Would be a good way to multiply the top sellers.

I moved into a new house with an Opportunity to fix leaky pipes and there is a third eyed fish sitting in an aquarium bowl in my kitchen. I’ve never seen it before in the game what is it? What’s its purpose?

It's part of the Leaky Pipes/Burst Pipes scenario if you choose to accept it when moving into a new house. The fish you get are random. I've had Rainbow Snails and Third Eye Fish as well as more normal types. Also the Opportunity doesn't always supply fish in bowls. You can keep them or choose to scoop them out at which point they go into your sims inventory and can be stored or sold.
