Beach Houses in Island Paradise will hold many Guests

Resort Towers
Resort Towers are for Sims visiting the Resort. They are rabbit holes that can hold dozens of Sims. When checking into Tower Rooms with your Sims, even if you go for a Luxury Suite (VIP Room), you can still use Resort Towers to Freshen Up and Woohoo in them, however.

All Resort Towers can be upgraded aside from the Bungalow. The Upgrade costs and maintenance costs are listed in the table here. Each starts at level one, but can be upgraded twice. This increases the guest capacity, and at level 3 unlocks spa services which are great. Click a Tower to enable Room Service, which guests really like - for the first two levels, this only increases maintenance cost by $25. At max level, all towers charge an increased $50 for Room Service and $50 for Spa Services. Your Sim can even take advantage of this, and save tons of money on visits to the Day Spa.

Having higher-grade and more Towers will raise your Star Rating, either through higher capacity or prettier buildings.

VIP Rooms in The Sims 3 Island Paradise Resort Management Feature
VIP Rooms rent for 50% more but take up more space, still they are perks for your Resort

VIP Rooms
VIP Rooms (Luxury Suites) rent for 50% more than Tower rooms. The guest capacity they add to your resort is based on the number of beds in the VIP area. You can have more than one VIP area, each with its own amenities. There is a 20% chance that a visiting Sim will check into a VIP room. If it weren't for the fact that the game requires you to have at least one tower and front desk on your Resort (or the resort closes), you could try to run a Resort with just VIP areas, although it would not be as profitable as using Towers for they hold many more Sims than you could fit beds in a similar space -- and what VIP room would be worth checking into if it were just a bed?

To add a VIP room, simply build a room or building on your Resort lot. When done, add a door to the front and click it in Live mode. You will have the option to add a new VIP Door Lock, which means only Sims that check into a Luxury Suite can access that area.

Adding a VIP Room or two to your Resort will boost its star rating. While Sims are inside a VIP room, any motives they are increasing will go up 20% faster or decline 20% slower.

Admin:
Yes. The VIP rooms for the starting spanish resort are actually on the second floor.

I am not sure if this is the right place for this question, however, I have downloaded this really nice looking custom resort but cannot place it due to an already existing desk, when desk is removed it reverts back to 'no visitors allowed' please advise

This is an old comment, but just in case anyone else is searching for a fix:

I had this issue as well, the workaround is to go into edit town mode, and bulldoze the lot. It will remove everything and change it to (No visitors allowed) and then you will be able to place the resort. Make sure that after placing the resort that the lot type is changed to (Resort) - as sometimes it won't automatically depending on how the downloaded lot was set up. If that doesn't work, I also (for good measure) flatten the lot and sculpt it to fit the style of my downloaded lot (which is especially useful if you have the bora bora style huts over the water).

I really want to build a two story resort, but every time I try to build the second level it tells me the ceiling is to low. What am I doing wrong? How do I build the second level?

This comment was posted ages ago, but if you delete the roof and uncheck the box for automatically placing roofs, it should work.

I've added new stories to homes, etc. and got that. Just delete the roof, add wooden floor and put roof back on.
