This is largely a trait that gives several extra social interactions at various levels and affects a Sim a lot in autonomous behavior. Even when you're in control, they are more likely to wear Formal clothing for no apparent reason. They may be more likely to get both Beautifully Decorated and Dirty Surroundings moodlets - that is the threshold is lower and it may affect them more strongly.

• Your Sim is more deeply affected by the Beautifully Decorated and and Dirty Surroundings moodlets
• Your Sim has access to a wide variety of proper social interactions.

This is false. I just played a Proper vampire who woohoo'd his girlfriend long before he'd ever proposed.

Agreed, this is false. At least for if they are going steady and not married yet. My sim successfully tried for baby and woohoo’d with a proper sim before the marriage proposal.

Just in-case someone was wondering Sims Wikia says that proper sims can't hack, this is not true, they can, they need Computer Whiz trait, like everyone else.
