The Shy trait is a personality trait, primarily. It doesn't have a big impact on gameplay but will change how your Sim behaves. They'll have a harder time making friends. Shy is like the polar opposite of Star Quality and Party Animal. Personally, I'd prefer loner. At least they get the enjoying solitude moodlet.
Thalassicus at our forum points out that Sims gain a +10 moodlet when near two Sims with which they have +40 relationship or higher. If 1 or more Sims are nearby (around 5 tiles) who are not a friend. They have a harder time socializing, and will hang out in the bedroom more often autonomously. These Sims cannot skinny dip, as the never-nude trait is built into Shy. This mainly blocks the +25 "Exhilarated" moodlet of Late Night hot tubs.

- Your Sim will feel uncomfortable around a group of non-friend Sims.
- Your Sim will feel great around a group of friends.
- Your Sim will be reluctant to socialize with Sims who aren't friends.
